Redistricting authority:  
U.S. Congressional Districts – Legislative. Vermont only has one congressional district.

State Legislative Districts – Legislative/Advisory Board. The Senate Government Operations
Committee and the House Government Operations Committee are the legislative committees
with jurisdiction over legislative redistricting. A Legislative Apportionment board advises the
General Assembly concerning legislative apportionment, but the General Assembly doesn’t have
to take their advice or ideas. The Legislative Apportionment Board is a 5-member board
composed of the following: 2 people from each party, appointed by the Governor; 1 person,
selected from the two major parties; and the chairperson, appointed by the chief justice. The
Governor has veto power over the legislative plan. If the General Assembly fails to revise the
legislative districts as required in this section, the Supreme Court may order reapportionment.
