Redistricting authority:  
U.S. Congressional Districts – Legislative.  Committee on Election and Redistricting in the California General Assembly, and Committee on Elections, Reapportionment and Constitutional Amendments in the California Senate.   Governor has veto power.

State Legislative Districts – Citizens Redistricting Commission. The Commission will be
created no later than December 31, 2010 and will consist of 14 members chosen by a board of 3
state auditors from a pool of 60 applicants (state legislative leaders can also strike up to 8 people from the overall pool). The 14 will include: 5 registered with largest party, 5 with second largest party, and 4 not registered with either of the two largest parties. These members must be
registered voters who have shown consistent voting registration the 5 years prior and have voted
in 2 of the last 3 elections. In the last 10 years, an applicant to the commission (or a close
relative) cannot have been a federal or state political candidate, lobbyist, or donor of more than
$2,000 to a candidate.
