Redistricting authority: 
U.S. Congressional Districts – Commission. Commission for Reapportionment, called into
order by the Secretary of State , and consisting of 6 members: the leader of the two largest parties of each House of the Legislature each designate a member, the state chairmen of the two largest parties each designate one member.  These must be designated within 15 days of the Secretary of State calling into order a Commission, or the Supreme Court designates the members. No member of the commission may be an elected or appointed official at the time of designation. Commission draws up plans for reapportionment and it needs approval by 2/3 of the members of the Commission. Members of the Commission are prevented from serving in either House of the Legislature for 5 years after the commission service.   Within 90 days of the Commission being named, they prepare a plan and then submit it to the SoS.  No gubernatorial veto power of plan.
