“Ultimately, it’s about controlling the governors and the legislatures,” Davis said. Governors play a direct role in redistricting (whether it is veto power or appointment of a commission) in all but eight states. And state legislatures will draw the lines in 36 states. The Republican Governors Association and Republican State Leadership Committee are separately focused on winning gubernatorial and state legislative races in order to secure seats at the redistricting table.

As part of a good-government package he’s rolling out this afternoon with Lt. Gov. Bill Bolling, McDonnell says an independent commission could help minimize partisanship in drawing the boundaries of legislative districts. It could advise lawmakers, who draw House, Senate and congressional lines, on such issues as the racial makeup of districts, geographic boundaries and shared interests among localities. Bolling, who is seeking re-election, favors bipartisan redistricting. He joined Gov. Timothy Kaine, a Democrat, in an unsuccessful effort to convince lawmakers to embrace the idea.
